Jakarta, March 5, 2025 – In a move to ensure fuel quality and maintain public trust, PT Pertamina (persero) is intensifying its fuel testing protocols. The state-owned energy company is embracing third-party investigations and reaffirming its commitment to transparency following a recent corruption scandal within the Pertamina Group.
CEO Signals Readiness for Independent Scrutiny
Pertamina’s CEO has signaled the company’s readiness for independent scrutiny. This comes as part of a broader effort to regain public trust and demonstrate accountability.
- Commitment to Transparency: Pertamina is committed to ensuring fuel quality and transparent testing processes.
- Third-Party Investigations: The company welcomes third-party investigations to rebuild public confidence.
Fuel Quality Assurance in Action
To further guarantee the quality of its fuel, PT Pertamina (Persero) President Director Simon Aloysius Mantiri conducted a surprise inspection of several state-owned gas stations in Jakarta. This inspection was carried out in conjunction with independent institutions, including PT Surveyor Indonesia and PT TUV Rheinland Indonesia, along with the Daily Acting Director of PT Pertamina Patra Niaga, Mars Ega Legowo Putra.
“Today we are testing Pertamina’s BBM products. So in addition to Pertamina conducting regular tests with Lemigas, we also use surveyors (testing agencies) namely the Indonesian Surveyor and TUV Rheinland Indonesia to ensure the quality of the products from Pertamina BBM in accordance with applicable standards,” Mantiri stated. The results of the joint testing confirmed that Pertamina’s fuel met the required specifications.
Lemigas’s Complete Testing Procedures
Prior to this initiative, Pertamina’s fuel underwent comprehensive testing by the Oil and Gas Testing Center (Lemigas). Mustafid Gunawan, Head of Lemigas, detailed the stringent testing procedures employed.
- Sampling locations: Testing involved sampling at the Pertamina plumpang Fuel Oil Terminal (TBBM) and various public fueling stations (SPBU) in Jakarta, Bogor, Depok, and south Tangerang.
- Laboratory Results: “The results of the Lemigas laboratory test show that the entire sample of fuel examined is within the range of quality limits required (on spec),” saeid Gunawan.
gunawan further explained that quality control testing includes sampling that adheres to the ASTM D4057 method (Standard Practice for Manual Sampling of Petroleum and petroleum Products),standard testing and quality (specifications) of fuel, and continuous monitoring to ensure fuel quality aligns with government-set specifications. Crucially, the Research Octane Number (RON) in each sample was found to be consistent and compliant.
“We understand the importance of transparency in fuel supervision. We convey the results of this test that the public believes that the fuel they use is in accordance with the standards set by the government,” gunawan emphasized.
Maintaining Fuel Standards: Why It Matters
The commitment to rigorous fuel testing extends beyond mere compliance. High-quality fuel ensures optimal engine performance, reduces emissions, and safeguards consumer interests.Frequent independent testing, combined with adherence to international testing standards, helps guarantee that Pertamina’s fuel meets the highest quality benchmarks.
Pertamina’s proactive approach to fuel quality underscores its dedication to operational integrity and public service. By embracing transparency and independent oversight, the company aims to fortify its reputation as a trusted energy provider.

Given Pertamina’s commitment to fuel quality transparency, how can consumers participate in monitoring and verifying fuel quality standards at local fueling stations?
Pertamina Fuel Quality: An Interview with Dr. Anya Sharma,Energy Analyst
Following Pertamina’s reaffirmed commitment to fuel quality through rigorous testing,we sat down with Dr. Anya Sharma, a leading energy analyst at Global Energy Insights, to delve deeper into the implications and significance of these measures for consumers and the energy sector.
Understanding Pertamina’s Commitment to Fuel Quality
Archyde: Dr.sharma, welcome. Pertamina’s recent declaration emphasizes a renewed dedication to fuel quality. What’s your initial reaction to this development, especially considering the recent corruption scandal?
Dr. Sharma: Thank you for having me. This is a positive step in the right direction. The corruption scandal undoubtedly eroded public trust. Pertamina’s actions now – embracing third-party investigations and increased transparency in fuel testing – are crucial to regaining that confidence. It signals a willingness to be held accountable.
The Role of Independent Fuel Testing agencies
Archyde: Pertamina is now involving entities like PT Surveyor Indonesia and TUV Rheinland Indonesia in fuel testing. How critical is this independent oversight in ensuring fuel standards are met?
Dr. Sharma: Independent fuel testing is immensely important. It provides an unbiased assessment of fuel quality. While Pertamina’s internal testing processes, as detailed by Lemigas, are comprehensive, an outside perspective validates these results and reinforces the assurance that the fuel meets the required specifications. It’s a matter of checks and balances.
Lemigas’ Comprehensive Testing Procedures
Archyde: We’ve heard about Lemigas’ involvement, detailing sampling locations and laboratory results aligned with ASTM standards. How effective are these standard practices in detecting fuel adulteration or quality discrepancies?
Dr. Sharma: The ASTM standards are globally recognized benchmarks for fuel testing. Adherence to these standards, coupled with thorough sampling at various points in the supply chain – from the Fuel Oil Terminal (TBBM) to public fueling stations (SPBU) – significantly enhances the ability to detect any inconsistencies or adulteration. The key is consistent submission and rigorous data analysis.
The Consumer Benefit of High-Quality Fuel
Archyde: from a consumer perspective, why should they care about the intricacies of Research Octane Number (RON) compliance and adherence to fuel quality benchmarks?
Dr. Sharma: The quality of fuel directly impacts engine performance and longevity. Fuel that meets the required RON specification ensures optimal combustion, preventing engine knocking and damage. Moreover, high-quality fuel contributes to reduced emissions, promoting a cleaner environment. In the long run, using certified and tested fuel can save consumers money on repairs and maintenance.
A Question for our Readers: building Trust and Accountability
Archyde: Dr.Sharma, thank you for this insightful analysis. One final thought–how do you think Pertamina can further solidify public trust and ensure long-term accountability in fuel quality control? What specific steps, beyond what’s already announced, would be most effective?
Dr. Sharma: I think Pertamina should consider publishing detailed, aggregated fuel quality data publicly on a regular basis. This could involve creating a user-amiable online portal where consumers can access testing results sorted by region and SPBU. Furthermore, establishing an independent advisory board comprised of industry experts and consumer representatives would provide valuable oversight and ensure continuous enhancement in fuel quality standards. Regular audits and public reporting of those audits,by external expert, would strengthen the accountability greatly.
Archyde: That’s a great point. We encourage our readers to share their thoughts on this issue. What further measures do you believe Pertamina should implement to build trust and ensure consistent fuel quality? Leave your comments below!
