選手拒絕金牌計畫

台灣男子高球選手潘正聰曾在東京奧運代表國家贏得男子高球比賽銅牌，但他昨日發布聲明宣布拒絕接受國家「金牌計畫」的訓練補助。主要原因是計畫同意書條款含糊不清，尚未明確界定。

體育 Director 鄭世忠回應媒體時表示：「我非常驚訝和生氣。」

潘正聰提出的疑慮

潘正聰在線上公開提問了「金牌計畫」三個問題：

• 同意書只說明「特定團體」執行計畫，沒有明確說明該團體為何，代表計畫執行單位有模糊空間。
• 在亞運選拔方式公佈前，同意書就要求選手承諾參加選拔。
• 同意書條款賦予計畫執行單位權力，隨時招募選手參加任何賽事。

潘正聰指出，因為理解同意書是一個針對所有運動項目的通用版本，因此透過與中華民國高爾夫球協會國家訓練中心溝通，希望該同意書能修改成更適合高爾夫球賽事版本，並明確界定計畫執行單位的詳細規則。然而，經過努力，還是無法達成共識，因此決定感謝國家提供的金牌計畫訓練補助。

鄭世忠的回應

體育 Director 鄭世忠也於臉書上發表回應： 「早上看到潘正聰的臉書，真的很意外和生氣，為什麼這麼美好的事情會變成這樣？」

他表示自 2017 年以來，體育署和國家訓練中心實施的「金牌計畫」，專注於集中資源，為奧運殿堂頂尖運動員提供量身打造的資源和協助，收穫良多。但早期的計畫中並沒有包含職業選手。

他提到，在看到中國好手在成都世界大學運動會上的出色表現後，他認為頂尖職業選手已經是台灣的驕傲。如果職業選手需要被邀請代表國家參加奧運比賽爭奪獎牌，他們應該獲得與國家隊一樣的國家資源，不需要區分選手是否為業餘或職業選手，因此，在 112 年年底，誕生了針對職業高球和網球選手的金牌計畫，這也成功地協助了運動員的運動保護，並邀請謝淑薇參加巴黎奧運會。

謝淑薇成為金牌計畫選手的首次參加，鄭世忠親自要求體育部同事為她提供指導。過程中，同事們也深刻了解了職業選手面臨的狀況，這些與業餘運動員的情況的確有所不同。在 113 年早期，為了讓選手能夠安心準備參加巴黎奧運，體育部克服了並逐一解決了相關行政困難。

他表示這次潘正聰和高球協會以及國家訓練中心之間的溝通狀況，可能來自於國家訓練中心管理人員授權不足，未能及時向上級匯報問題，間接造成這個令人尷尬的困境。

由於職業運動員的訓練環境和專業體育產業的需要，商業協議是極為重要的部分，非正式承諾可以直接被更換，所以，可以理解潘正聰在這個問題上的表達立場，這也代表了他對金牌計畫的重視。

潘正聰所質疑的「特定團體」其實就指的是高球協會。過去金牌計畫要求協助制定和核實計畫；而亞運選拔提到的公示協約，實際上就是排名世界高球排行榜，事實上，只要與相關人士開誠布公地討論，這些誤解自然就會不存在，內容和形式上的協定當然可以客製化，更不用說潘正聰願意加入國家隊參賽了！

儘管該協約的精神是希望選手也能負責參加國家訓練基金補助的比賽，但他再次提醒國家訓練中心同事，金牌計畫最初的目標是提供合理的資金補助，搭配量身打造的訓練計畫，滿足我國頂尖選手真正的需要，當然，這當然也包括協定內容。

這天的早上，國家訓練中心已經與潘正聰的團隊接觸，並初步達成共識，但接下來的細節仍需要在雙方之間協定明確的契約，而不是僅僅說出叫做達成共識。

An Interview with Pan Zhengcong

Archyde: Pan, thank you for taking the time to speak with us today. Let’s dive right in. You’ve represented Taiwan and won a bronze medal in men’s golf at the Tokyo olympics. Yet, you’ve recently declined the National “Gold Medal Plan” training subsidies. What made you decide to take this stand?

Pan Zhengcong: Thank you for having me. After much consideration, I felt that the current agreement for the “Gold Medal Plan” lacked openness and clear definitions, which made it difficult for me to commit to the terms.

Archyde: Can you elaborate on the specific concerns you have regarding the agreement?

Pan Zhengcong: Indeed.There were three key points that left me uneasy:

• It only mentioned “specific groups” would handle the execution of the plan without clearly defining who these groups were.
• it required athletes to commit to participating in selections before the Asia Games selection process was even announced.
• it granted the executing body the power to invite athletes to any competition at any time.

Archyde: We understand that you tried to have the agreement modified to better suit golfers’ needs. Can you share more about this process and the outcomes?

Pan Zhengcong: Yes, I attempted to have the agreement tailored to golf specifically, with clearer rules defined for the executing body. I worked closely with the Chinese Taipei Golf Association and the National Training Center, but unfortunatly, we couldn’t reach a mutual understanding.

archyde: We also have with us today Taiwan’s Sports Director,Zhang Shiponente,who earlier expressed surprise and anger regarding your decision.Zhang, could you share your perspective on this matter?

Zhang Shiponente: Thank you. I was indeed surprised and disappointed to learn about pan’s decision. The “Gold Medal Plan” has been very successful since its inception in 2017, supporting top athletes with tailored resources. Initially, it didn’t include professional athletes, but after witnessing the success of other nations’ professional athletes, we expanded the plan to include them.

Archyde: Zhang, you mentioned that Pan’s concerns might be due to the unique challenges faced by professional athletes. Can you expand on this?
