Bulgaria Faces Potential Fuel Crisis Due to Biofuel Regulation Glitch
Bulgaria could be facing a severe fuel shortage as early as March 1st, 2025, all due to a regulatory oversight concerning biofuels.
A Regulatory Roadblock Threatens Fuel Supply
Svetoslav Benchev, chairman of the Bulgarian Oil and Gas Association, sounded the alarm in a recent interview with BNR, stating, “If measures are not taken by the national Assembly, this will probably happen”.
The issue stems from an error made during the implementation of a European directive pertaining to renewable energy sources. The crucial biofuel component was inadvertently omitted, and unless rectified by March 1st,Bulgaria could experience a dramatic reduction in its fuel supplies.
Benchev emphasized that discussions are underway with various parliamentary groups to find a solution. “We report an increase of 4 cents for diesel, which is 1.5% within a month. The same is true for A95 gasoline, which is the most popular gasoline, there is a price increase of about 3 cents, which is about 1%. This is a very minimal fluctuation, since the barrel has risen in price by about 5 dollars since mid-December. Nothing dramatic in the fuel market,” he commented.
Crude Oil Prices: Riding the Wave of Geopolitics and Demand
The global crude oil market is bracing for a perhaps volatile ride, influenced by a cocktail of geopolitical tensions and shifting demand dynamics. Fuel market expert Benchev anticipates a potential price surge, fueled by rising demand and speculation surrounding US policies.
Trump’s Legacy and the Rise of Fossil Fuels
As the inauguration of US President Donald Trump, a renewed sense of optimism has swept through the crude oil brokerage community. Benchev explains, “We certainly know that he is very pro-fossil fuels and there is expected to be more serious demand for petroleum products, speculators globally are betting on that.”
However, a major question mark hangs over the future of Iran and potential sanctions that could curtail its fuel production. Benchev notes, “…it remains to be seen what Trump will do with Iran and what sanctions will be imposed on this country, which may reduce the production of fuels. It already happened in his first term. Everyone is now wondering if it will happen again, there may be some price increase, but let’s wait.”
Geopolitical Tensions and the Price of Fuel
The fuel market has become accustomed to the ripple effects of geopolitical instability in the Middle East. Benchev aptly captures this sentiment, stating, “We are in times when every geopolitical situation affects fuel prices. Even a storm can affect it.” He predicts a range of $70 to $85 per barrel by 2025, underscoring the unpredictable nature of the market.

What steps does Dr. Petrova suggest the Bulgarian goverment should take to resolve the impending fuel crisis?
Interview wiht Dr. Elena Petrova, Energy Policy Expert and Former Advisor to the Bulgarian Ministry of Energy
Archyde News Editor: Good afternoon, Dr. Petrova. Thank you for joining us today. Bulgaria is currently facing a potential fuel crisis due to a regulatory oversight concerning biofuels. Can you explain how this situation arose and what the implications are for the country?
Dr. Elena Petrova: Good afternoon, and thank you for having me. The situation is indeed critical. The issue stems from an error during the implementation of a European directive on renewable energy sources. Specifically, the biofuel component was inadvertently omitted from the regulatory framework. This oversight means that, unless rectified by March 1st, 2025, Bulgaria could face a severe reduction in its fuel supplies. The implications are significant—not only could this lead to fuel shortages, but it could also disrupt transportation, industry, and daily life for many Bulgarians.
Archyde News Editor: Svetoslav Benchev, chairman of the Bulgarian Oil and Gas Association, has mentioned that discussions are underway with various parliamentary groups to find a solution. What do you think needs to be done to resolve this issue?
Dr. Elena Petrova: The first step is for the National Assembly to act swiftly to amend the regulatory framework to include the biofuel component. This is a legislative fix, but it requires political will and cooperation across party lines. Additionally, the government should engage with stakeholders in the energy sector to ensure that the transition to the corrected regulations is smooth. There should also be a contingency plan in place to mitigate any immediate impacts on fuel supply if the legislative process takes longer than expected.
Archyde News Editor: Mr. Benchev also noted that there has been a minimal fluctuation in fuel prices recently, despite a rise in crude oil prices. How do you see the global crude oil market influencing Bulgaria’s fuel situation in the coming months?
Dr. elena Petrova: The global crude oil market is indeed volatile, influenced by geopolitical tensions and shifting demand dynamics. While Bulgaria has seen only minor price fluctuations so far, the potential for a price surge is real, especially if global demand continues to rise or if there are disruptions in supply chains. The situation is further elaborate by the renewed focus on fossil fuels under the current US administration, which could lead to increased competition for oil resources. bulgaria must be prepared for these external pressures by diversifying its energy sources and investing in renewable energy infrastructure.
Archyde News Editor: Speaking of renewable energy, how do you see this crisis impacting Bulgaria’s transition to greener energy sources?
Dr. Elena Petrova: This crisis underscores the importance of a well-planned and executed energy transition. While biofuels are a part of the renewable energy mix, this regulatory glitch highlights the risks of relying too heavily on a single component. Bulgaria should use this as an chance to accelerate its investment in other renewable energy sources, such as wind, solar, and hydropower. Additionally, the country should explore energy storage solutions and smart grid technologies to enhance energy security and resilience.
archyde News Editor: what message would you like to send to the Bulgarian public and policymakers regarding this impending fuel crisis?
Dr. Elena Petrova: To the public, I would say that while the situation is serious, it is not insurmountable. It is indeed crucial to stay informed and support measures that will ensure energy security. To policymakers, I urge swift and decisive action to correct the regulatory oversight and to prioritize long-term energy planning. This crisis is a wake-up call for Bulgaria to strengthen its energy policies and infrastructure to avoid similar situations in the future.
Archyde News Editor: Thank you, Dr. Petrova, for your insights and expertise. We hope that the necessary steps will be taken to avert this crisis and secure Bulgaria’s energy future.
Dr. Elena Petrova: thank you. I share that hope and am confident that with the right actions, Bulgaria can navigate this challenge successfully.
